We are looking for:
A Food Security And Livelihoods Head Of Department
Country: Afghanistan - Kabul
Length of contract: 12 months, starting the 15th of January 2015
The position: Under the supervision of the Deputy Country Director, you will have to guarantee the quality, relevance and scaling of Food Security & Livelihoods (FSL) strategy and interventions at the mission, in conformity with ACF and international standards and national policies.
More precisely, your main responsibilities will be to:
· Be the reference person for the FSL programs
- Define and/or adapt policy, orientations and objectives of the FSL programs
- Follow-up the implementation of FSL activities
- Provide technical support to the Program Managers
- Ensure the technical management of the FSL Team
· Ensure representation of ACF in food security in Afghanistan through various coordination group meetings and through contacts with various partners Write initial and final proposals
- Meet the different actors of FSL
- Participate in technical workshops and technical working groups meeting
- Develop relationships between ACF and the provincial offices
· Develop and implement the FSL strategy and programming
- Analyse the humanitarian context and the Food Security situation
- Analyse ACF programs data and capitalize on former experiences
- Conduct and lead food security assessments during growing emergencies
· Ensure the coherence and coordination between the different ACF programs
- Participate in the ACF co-ordination meetings
- Promote national recruitment, local partnership, capacity building mechanisms and researches
The applicant:A degree in Agronomy, agriculture, anthropology, geography, international development or other fields relevant to urban/rural livelihoods with at least 3 years of field experience with NGOs in food security activities.
Experience in proposal writing, project management and in emergency response management.
You have the capacity to represent ACF externally on technical aspects with local authorities and partners.
You have also a strong organizational, interpersonal, communications, multi-tasking and networking skills.
Fluent in English is required.
Status:
Gross monthly salary ranging from €1805 to €2305 depending on relevant experience
Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
Pre departure training, at the HQ in Paris (1 to 2 weeks)
