ZOA – South Sudan is looking for an experienced Programme Advisor. ZOA – South Sudan is active in the sectors FSL, Wash and Education with the emphasis on early-recovery programming. ZOA – South Sudan has offices in two States (CES and Jonglei) and employs 60 national staff members. Its present implementation portfolio is around Eur 3 million per annum. One third of its work is implemented via long-term partners.
The Programme Advisor (PGA)main responsibility is to continue to ensure a high quality programme design. The PGA will provide major input in programme formulation and monitoring as well as in the development and writing of successful project proposals. The PGA is the main advisor of the programme managers during the implementation of the activities.
The PGA will play a major role in the re-design of the South Sudan Agriculture and Water programs. The effectiveness of the new designed strategies will closely be monitored by the PGA. Community based programming is the core competence of the organization and HAP principles will be implemented under the guidance of the PGA. The PGA is furthermore responsible for greater emphasis on strategic partnerships and for enhanced awareness of the Do No Harm principles by the operational teams. Enhanced outcome monitoring and reporting is another major challenge for the PGA. The PGA will play a major role in the formulation of consortium proposals and implementation programming. Adequate reporting to donors on achievements and planning is another important responsibility of the PGA.
The PGA leads a small team of Country Office based sector specialists.
The PGA is a member of the Country Management Team and is expected to contribute in a broader sense to the management and strategic direction of the ZOA – South Sudan program. The position is based in Juba and requires extensive travelling to the field of up to 40% of its time.
The right candidate has a bachelor or master degree in a humanitarian, development or other relevant field and has an experience of at least five years in a development country in a recovery or development program. The right candidate has strong conceptual and writing skills, has an advisory attitude, is a team leader and a team player and is fluent in English in writing and speaking. Experience in Agriculture or Water programming is an advantage.
