Angola: Mine Action Quality Assurance Manager

DCA is operating in the Moxico Province in Eastern Angola, which was the scene of some of the heaviest fighting during the civil war and Moxico is the most mine-contaminated province in Angola. The programme consists of manual and mechanical clearance of landmines as well as mine risk education and survey teams.

****The duties of Quality assurance manager are as follows:****

  • Read and ensure a full understanding of the country-specific SOPs and National Standards.
  • Read and understand the QA forms and QA requirements from CANIDAH.
  • Carry out QA on the operational teams.
  • Provide accurate and timely reporting to the Operations Assistant and the OM to ensure CANIDAH timelines are met.
  • Complete accurate and relevant QA reports.
  • Assist, as required, in the development, maintenance and updating of the DCA SOPs.
  • Producing complete and proper records and reports on all aspects of technical operations as requested by the OM
  • All reports to outside agencies (non DCA organisations) as well as the distribution of official or unofficial DCA documentation shall be approved by OM before any such report, statement or opinion is given, including to any media representatives, or web-based social media/networking sites and forums.
  • Assist the OM in the training/briefing of managerial staff where their tasks may require understanding of technical mine clearance, BAC or EOD policy or procedure.
  • As required by the OM, establish and maintain good working relationships at a technical level with all organizations (civil, commercial, military, or humanitarian) involved in mine action and related activities in the project area of operations.
  • Identify and train a suitable national staff member to assume the appointment of Quality Assurance Assistant (QAA) within 6 months of starting your contract. Be prepared to train the QAA to take over the duties of QAM within 12-18 month time frame.
  • Provide advice and guidance to CANIDAH QA teams as appropriate
  • Undertake other such actions as deemed appropriate and necessary by the OM.
  • If appointed by the Program Manager, take part in an accident/incident board of inquiry.

****Qualifications****

  • Level 3 EOD qualification desirable
  • Min 5 years of practical experience as a demining BAC/EOD supervisor
  • Experienced with mechanical operations
  • Familiar with Survey operations - Technical & Non technical and land release concept
  • Familiar with MRE & Community Liaison matters
  • A recognised medical training certificate in order to conduct QA on the medics
  • Willing to live under harsh field conditions
  • Good English communications skills (verbal and written) - Portuguese skills desirable
