NRC's Information, Counseling and Legal Assistance (ICLA) programme in CAR will focus on Housing, Land, and Property (HLP) rights, civil documentation, and the protection those affected by displacement through advocacy, training, awareness raising, and direct assistance.
The HLP Advisor reports to the Programme Manager EU-ICLA.

Job description
- Under the guidance and supervision of the Programme Manager EU-ICLA contribute to the fulfillment of the aims and objectives of the programme for housing, land and property (HLP) activities in the Central African Republic
- Provide strategic technical HLP support to all Area Offices in CAR (including Bangui) including strengthening services provided to national and local authorities, IDPs and Refugee Returnees
- Assist in consolidating the framework of the ICLA response focusing on HLP related ICLA policy, programming and learning.
- Ensure policy guidance in relation to HLP and the fulfillment of the EU-ICLA programme's advocacy and other objectives.
- Undertake HLP capacity assessment review
- Develop and implement the institutional building plan on HLP for national and local authorities
- Ensure staff have sufficient knowledge of relevant HLP law, principles and policies
- Provide on-the-job training for specific staff
- Prepare tools, develop methodology and carry out HLP assessments and research
- Contribute to the development of an effective assessment, monitoring and evaluation system to promote quality control
- Prepare monthly summary reports and other reporting as requested
- Build relationships with key national and local stakeholders at a strategic level and represent NRC in technical forums related to HLP
- Ensure NRC and other project staff identify HLP issues and contribute to the collection of relevant data
- Contribute to the analysis and policy on prioritised HLP issues
- Provide analysis through reports and summaries including suggestions to address cases
- Communicate, exchange information and cooperate with relevant external actors in areas of responsibility including relevant departments of the Government of CAR
Qualifications
- Relevant university degree, preferably law or social studies.
- Minimum 4 years experience working as an Adviser in a similar recovery context.
- Experience from working in complex and volatile contexts
- Core competency expertise and specific demonstrable expertise in Housing Land and Property
- Knowledge about own leadership skills/profile
- Knowledge of the context in Central African Republic and its legal system
- Experience of relevant advocacy work
- Experience of working on an EU funded project
- Fluency in French and English, both written and verbal
- Valid driver's license

We offer
- Commencement: September 2014
- Contract period: 18 months depending on funding
- Salary/benefits: According to NRC's general directions
- Duty station: Bangui, with frequent travels throughout the country (50%). CAR is a non-family duty station. Recreational and social facilities are limited, and international staff will be expected to live in shared accommodation of moderate standard.
