GOAL has been working in Syria since 2012, responding to the acute needs of conflicted affected communities. GOAL is working in Idlib Governorate delivering food, non-food and voucher programming alongside a significant WASH programme amongst highly vulnerable populations.
Job Purpose:
The Water Sanitation and Hygiene Coordinator (WASH Co) is primarily responsible for the implementation of GOAL’s WASH programmes which reach more than 250,000 conflict affected people every month with the life-saving provision of clean water, sanitation and related services. The WASH Co will lead on the technical design of projects and their management at every stage of the project cycle, ensuring that GOAL interventions respond to the local context in a sustainable manner and are closely coordinated with other GOAL sector programmes. Adapting to the challenge of a remote management set up, the office holder will establish a long term strategic and operational support relationship to support the future fundraising and programme direction. The WASH Co will coordinate with government ministries, UN agencies, GOAL HQ resources and other NGOs to ensure that GOAL programmes are in line with agreed sector strategies.
Key Duties:
• To lead on the design of high quality WASH programmes aimed at providing life-saving services to highly vulnerable Syrian host and IDP populations and assist and advise the ACD Programmes/CD in the overall development of the programme.
• To ensure the implementation of work plans ensuring projects are delivered on target, on time and on budget. Lead on the development of work plans and other programme management tools, and contribute to GOAL’s budget management process.
• To directly manage the GOAL Syria Programme WASH team on technical aspects of their work, provide mentorship to staff and leadership to the department, ensuring the capacity development needs of staff are identified and actioned.
• To contribute to the compilation of donor proposals and reports in conjunction with the grants team, ensuring appropriate resource allocation as required for the successful implementation of programme objectives and compliance to all relevant donor requirements.
• To promote community participation and ownership through liaising with the beneficiary communities; to establish, train and support water user/sanitation committees and ensure that activities are as transparent and inclusive as possible.
• To support the monitoring and evaluation of GOAL WASH programmes and the utilisation of data for evidence based programme design.
• To review and comment on contract documentation including drawings, specifications and bills of quantities and support the WASH team in developing these.
• To contribute to WASH and Health cluster meetings to engage with stakeholders in a constructive manner which is indicative of GOAL’s leadership in northern Syria.
• To represent GOAL at meeting with donors and liaise with other organisations engaged in similar activities in Syria, including relevant government authorities, UN and other NGOs.
• To ensure all WASH programmes and staff adhere to GOAL’s policies and procedures.
• To carry out any other reasonable duties as requested by the Assistant Country Director for Programmes.
Requirements - essential:
• A minimum of five years’ experience managing a WASH programme with an International NGO in complex and challenging conditions.
• Experience working on both humanitarian and development focused rural and urban WASH projects with strong sustainability focus.
• Master’s Degree in Water / Sanitation engineering/ Public Health or equivalent.
• Experience managing projects and programmes funded by major institutional donors and agencies such as the OFDA, the UN, DFID, USAID and Irish Aid
• Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilisation of appropriate project management tools, and the capacity to transfer this experience to others
• Excellent interpersonal, motivational and management skills with extensive experience and interest in mentoring staff.
• Willingness to travel on short notice and often in challenging circumstances.
• Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team.
• Strong demonstrable experience in liaising with governmental/local authorities and other NGOs.
Requirements - preferred:
• Experience in the remote management of complex projects.
• Familiarity with Syria and/or the Middle East as an operational context.
• Exceptional communication, analysis and writing skills
