Liberia: Chief of Party

ACDI/VOCA is currently seeking a Chief of Party for an upcoming multi-year, USAID-funded program in Liberia focused on increasing productivity of the smallholder palm oil sector, and improving trade capacity and marketing of the sector. The COP will have overall responsibility for staffing and managing, as well as ensuring the program is in compliance with donor regulations and ACDI/VOCA policies and procedures. The COP will promote strong relationships with the USAID Mission, the government of Liberia and other donor and non-governmental organizations.

Responsibilities:

  • Provide technical leadership, oversight and support to all aspects of the program
  • Supervise all international and local project staff and consultants, providing operational and technical oversight and mentorship when appropriate
  • Ensure quality and timeliness of all deliverables in line with set project timelines and objectives
  • Prepare or supervise work plans and financial, M&E, logistical plans and other documents
  • Review all financial and logistical information and reporting to ensure compliance with donor, organizational, and other stakeholder requirements
  • Evaluate proposed staff and provide leadership and mentoring to senior-level managers
  • Serve as principal liaison with USAID staff, government and private sector institutions, and client-country partners to exchange information and develop professional relationships
  • Make verbal or written presentations to stakeholders at all levels
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments

Qualifications:

  • Minimum of 5 years overseas experience in the international development field is required
  • Experience managing US government programs
  • Demonstrated proficiency in the field of people and project management, as well as strategic planning
  • Effective record of building relationships with governmental organizations as well as private and community organizations is required
  • Established track record of achieving results within difficult working environments is required
  • Bachelor’s degree is required; Master’s degree preferred
  • Fluency in English
