You'll contribute to ending world hunger by ...
- Implement the structure, resources and tools of the MEAL mission wide;
- Coordinate and Supervise activities planned under MEAL;
- Design methodology for assessments, monitoring and evaluation of Action Against Hunger Sectors of intervention, providing sector guidance and capitalizing the lessons learnt;
- Liaise, coordinate assessment with partner organization;
- Support the design of project monitoring tools streamlining resources;
- Adapt to the context and the roll out of Action Against Hunger accountability framework and enlarged feedback mechanisms;
- Support the mission in capitalising on ongoing activities
Key activities in your role will include
Objective 1: Design the concept and ToRs of the MEAL, implement its structure and tools;
- Define, along with the DCD, the ToRs of the MEAL, with clear objectives;
- Create/Adapt the assessment, monitoring and evaluation tools to be used by the unit, as (but not limited to): KAP surveys, Baseline Studies, impact assessments, market assessments, focus group discussions;
- Define the Organigram for the Unit, elaborate JDs along with HR Dept, and follow up the recruitment process, conducting final selection of staff;
- Create an M&E logframe/framework/SOPs to systematize the M&E functions and capitalize the experience at mission level
Objective 2: Coordinate MEAL activities with technical staff of the mission
- Define the monthly planning of the MEAL in coordination with DCD, HoBs and HoPs, and the field activities to be conducted;
- Train the team on data gathering, monitoring tools and interview techniques;
- Instruct and plan with the bases and partner organization the field activities to be conducted;
- Streamline the data/information flow and requirements along with the Data Manager;
- Prepare and supervise rapid surveys that might be required at the Base Level;
- Build capacities of the M&E Unit with systematic mentoring and trainings;
Objective 3: Design methodology for surveys/assessments, providing sector guidance and capitalizing the lessons learnt;
- Design the methodology for a comprehensive multi-sector assessments;
- Guide the Program, WASH and FSL Coordinators, in the design of sector assessments and program monitoring and evaluations and support in the development of reports;
- Produce Qualitative, quantitative and statistical analysis/reports of the gathered data;
- Produce relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis
Objective 4: Support in adapting of the Accountability framework for the mission and follow up on Feedback Mechanism
- Support the DCD on the definition of the accountability framework, taking in consideration transparent communication with all organization stakeholders;
- Roll out the Feedback Mechanism for the mission in line with the guidelines and protocols that have been developed
- Review any feedback / complaints received by the mission ensuring appropriate follow up
- Prepare quarterly and annual reports for submission to the Country Director and HQ Ethics committee
- Lead the establishment of the Action Against Hunger Syria Ethics committee and ensure regular monthly meetings
Objective 5: Support in conducting of programmatic audits and support the mission in capitalising on its lessons learned
- Conduct programmatic audits as requested by the CD and DCD
- Capitalise on the lessons learned by different activities conducted by the MEAL Unit and Action Against Hunger Syria mission (including but not restricted to Validation, Feedback Mechanism, and completed projects)
Objective 6: Liaising with Finance, Logistics and Security;
- Coordinate with the finance and logistics departments regarding the Unit needs, and plan of field operations;
- Follow up and comply with the security plan and rules of the mission
Do you meet the profile required criteria ?
- University degree on a field related (WASH, FSL and CBI).
- Extensive experience on project cycle management, research, data
- Gathering and management, quantitative/qualitative analysis and English reporting.
- Experience on humanitarian needs assessments would be an asset.
- At least 2 years of experience within humanitarian organisations, in project cycle management and in M&E Positions or tasks.
- Good knowledge of the area and local customs.
- English (proficient on written English)
- Arabic would be an asset
- Able to work under Windows OS.
- Proficiency on the basic office tools (at least Word and Excel)
- Knowledge on databases and mobile data collection systems (ODK, GRASP) would be desirable.
Our remuneration package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 3 months
- Base: Beirut
- Salary: from 1375€ to 1750€ gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

- Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by Action Against Hunger)
- House and maintenance covered by the organization (including per diem): package estimated according to the destination.
- Travel costs to and from the mission.
- 25 working days of paid leave per year.
- Break: additional rest period, including travel cost to a reference area and economic help of 215€.
- Health, repatriation, travel and life insurance covered by the organization.
- Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger -Spain).
