Description

The overall objective of the project is the reduction of poverty and the increase of food security in Sierra Leone through better governance and increased agricultural productivity and diversification.

The purposes are:

With the provision of Technical Assistance:

  • The Ministry of Agriculture, Forestry and Food Security (MAFFS) and the research and educational institutions are strengthened in their capacity to drive the change towards a sustainable, diversified and environmental friendly agriculture.
  • The incomes generated by export crops (cocoa, coffee and cashew) increase
  • Diversified agricultural production and proper livestock management contribute substantially to the food security in the Country.

Qualifications and Skills:

  • Master degree (or equivalent academic qualification) or Bachelor degree with additional 3
  • years of professional experience in at least 2 of the discipline-Economics/Financial
  • Management/Administration or related relevant discipline;
  • Excellent verbal and written communication skills in English;
  • Good knowledge of PRAG, PE Guide and EDF regulations;
  • Proven record of accomplishment of professional experience in multicultural teams of
  • specialists acting as Procurement and Financial expert;
  • Very good knowledge of standard software (Word, Excel, Power Point, etc.).

General Professional Experience:

  • At least 10 years of professional experience in developing countries (longer experience is
  • considered an added advantage).
  • At least 4 years of professional experience in western/sub-Saharan Africa
  • Experience in at least one 3-year EU funded TA project is considered an added advantage.

Specific Professional Experience:

  • Excellent knowledge of EU Financial and Contractual Regulations and Procedures with a minimum of 5 years specific experience in preparation, management of tenders and contracts in accordance with EU rules and procedures;
  • At least 5 years experience working with Programme Estimates;
  • At least one experience managing Call for Proposals, evaluation processes and contracting
Length of the project: 48 MonthsStart Date:  January 2017Project Location: Freetown, Sierra Leone with travel in country as required.
