Under the direct supervision of the FAO Representative in Myanmar and the technical guidance of the Lead Technical Officer in FAO Regional Office for Asia and the Pacific, in collaboration with national authorities, national consultants and other national staff, the consultant will provide technical assistance and support to the Forest Department of Myanmar in training of the national personnel, planning and implementing the land use and forest cover assessment and preparation of maps. The main tasks of the consultant will consist the following:
• Develop project implementation plan with inputs from project personnel and the government.
• Conduct capacity building needs assessment and report assessment findings.
• Develop a National Forest Monitoring System (NFMS) Action Plan considering the findings of capacity building needs assessment in collaboration with the national project coordinator and national/international consultants.
• Provide assistance and inputs and participate in a workshop to agree on the NFMS Action Plan and steps required to move forward with the implementation of the Action Plan.
• Work with the National Project Coordinator to implement the NFMS Action Plan and enhance existing NFMS.
• Identify and compile lists of equipment, software programs and remote sensing imagery data necessary to enable activities related to remote sensing and GIS analysis, database development and mapping compiled in collaboration with identified competent organizations.
• Identify and finalize letter of agreements with specialized organizations (within the country or abroad) to assist in the implementation of remote sensing and GIS training.
• Review and finalize forest cover and land use assessment methodology and land use category classification in collaboration with the national project team from the Forest Department.
• Prepare, in collaboration with the consultants, a training programme for the national personnel involved in the project and assist the Forest Department in its implementation.
• Provide technical assistance to the national consultants and other national staff in land use and forest cover assessment and mapping, including satellite imagery acquisition, data analysis, land cover classification, and generation of land use/cover maps.
• Write and submit required reports to FAO, including technical reports at the end of each mission. All reports are to be submitted electronically and to include appropriate technical details of procedures and processes for possible inclusion in an FAO electronic information system.
• Draft Terminal Statement at the end of the project.
