The Government of Rwanda (GoR) with support from the United Nations Development Programme (UNDP) is implementing the Strategic Capacity Building Initiative (SCBI). At its core, the SCBI concentrates on ‘transfer of skills and knowledge’ from international experts to young professionals in Rwanda’s mining administration. The intention of government is that these young Rwandese women and men become experts themselves and contribute to improving the performance and efficiency of the sector with the ultimate aim of increasing revenue and the benefit to citizens from mining activities. Key duties and responsibilities of the Expert

  1. Develop policy, strategy and activities towards the formalization of mining cooperatives and small scale miners;

  2. Identify and implement effective approaches and strategies to be used by small scale miners;

  3. Design key success factors, driving principles and guidelines that should be used to guide the transition to sustainable development with respect to small scale mining industry;

  4. The consultant shall ensure production of standard manual that is relevant to the small scale mining industry, introduction of mining process (mining and mining processing) that will improve efficiency and safety in the industry and improvement of the inspection regime;

  5. Mentor young Rwandans (Small Scale Mining Young Professionals);

  6. Train small scale miners where necessary;

  7. Keep a track record of delivery and transferring knowledge and skills;

  8. Submit regular reports to the supervising authority;

Develop a baseline study with recommendations to transform the role of small scale miners in Rwanda to contribute to increased revenue and sustainable development.

Qualifications

The candidate should at least have a Masters’ degree in Law with strong competencies in Mining Legislation. A minimum of 10 years professional experience is required in international recognized companies or institutions.

Professional experience

  1. At least 10 years’ experience of working in the mining sector with particular focus on small scale mining;

  2. Results oriented and a proven track record in positively transforming the lives of artisanal miners;

  3. Good ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex tasks;

  4. Ability to work independently and with a team;

  5. A positive attitude;

  6. Excellent interpersonal skills;

  7. High level of computing skills;

  8. English required. French is a plus;

  9. Publication of article/book in field relevant to this position is an asset.

Supervision and reporting arrangements

The expert will report directly to the Deputy Director General of Rwanda Natural Resources Authority/Geology and Mines Department, and to the Mining Strategic Advisor.

Assignment duration

The duration of the assignment is for one year and the expert is expected to work full time in Kigali. There is a high possibility of contract extension.

The Government of Rwanda will provide a competitive salary to the successful candidate.
