The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger. Serving both developed and developing countries, FAO acts as a neutral forum where all nations meet as equals to negotiate arguments and debate policy.
General Description of task(s) and objectives to be achieved
Under the overall supervision of the FAO Representative in Syria, the direct supervision of the Coordinator of the Smallholders Support Programme and technical programme staff, the National Project Manager will liaise with the concerned field staff at governorates level as well as Technical staff posted in FAO Damascus and lead the implementation of the project. The National Project Manager will accomplish below responsibilities and tasks:
- Provide support for the timely implementation of the planned activities in the targeted areas by the project;
- Coordinate with concerned technical officers to ensure proper planning and execution of each planned component of the project;
- Carefully monitor the implementation of the project work plan to ensure timely implementation of each planned activity in consultation with the M&E team, and supervise and contribute to the preparation of reporting documents and their submission to the donor as required in the agreement;
- Attend regular programme and operations meetings providing updates as appropriate;
- Ensure proper coordination with technical staff of the Directorate of the Ministry of Agriculture and Agrarian Reform, Ministry of Water Resources Management and Ministry of Local Administration, and other relevant line ministries, services directorates and local authorities to ensure the efficient implementation of the project components;
- Develop and maintain a proper coordination mechanism with UN Agencies in the Governorates and ensure that FAO role and mandate is well understood;
- Preserve the corporate image of FAO at all fora and ensuring that all activities on the ground are technically sound and meet expectations of government, donors and the communities;
- Take the lead in preparing relevant Letters of Agreement (LOAs) with Implementing Partners (IPs) including schedule of activities and expected results and monitor their implementation;
- Provide technical input in preparation of project profiles, concept notes and proposals for submission to donors for possible mobilization of funds;
- Ensure that gender and youth considerations are well mainstreamed in the implementation of all activities in consultation with the Gender focal point;
- Closely liaise with relevant units (M&E, Reporting and communication, Gender) in documenting evidence-based impact of FAO interventions in the field;
- Perform any other duties requested.
Required Competencies
Academic qualifications
· University degree in Agriculture Sciences or related field of study
Technical Competencies and Experience Requirements:
- Minimum of 5 years of experience in agriculture related fields
- Working experience with Government ministries, UN Agencies and/or Civil Society Organizations
- Working experience in gender and youth mainstreaming; Agriculture, Agribusiness and similar fields
- Working knowledge of English (excellent writing and oral skills)
- Working language: English and Arabic
- Excellent knowledge in computer (word, excel, PowerPoint)
- Organization capacity and ability to work under pressure and perform multitasks
- Excellent time management
Key performance indicators
Expected Outputs:
- Achievement of all the planned results as described in the project work plan
- Timely narrative and financial reports to the Resource Partner, as described in the Project agreement;
- Build effective relationship with government counterparts from all line ministries.
